In Hawaii, real property tax is entirely a county matter: the state constitution gives every power over taxing real property to the counties (Honolulu, Hawaii, Maui and Kauai), and the state's old real property tax chapter was repealed in 2016. Each county runs its own tax sales under its own code, on its own schedule. Maui, for example, auctions properties that have been delinquent for three or more years, offering each parcel at an upset price that covers the taxes, penalty, interest and sale costs, and selling to the highest bidder. On Kauai the former owner can still redeem within one year of the sale by repaying the buyer the purchase price plus 12% a year interest and costs, so a buyer's deed can be undone during that year.
