- Bid online on Public Surplus. The commissioners set the minimum bid, which includes taxes, penalties, interest and tax deed costs. The winning bidder pays in full by wire transfer to Public Surplus by the time set on the auction site, and the Treasurer then issues a Deed of County Property.
