- Harnett County mainly uses the mortgage-style foreclosure method, so a court-appointed commissioner sells at public auction on the Harnett County Courthouse steps (or another place the Clerk of Court designates). Notices are posted at the courthouse at least 20 days before the sale and published in The Daily Record once a week for two weeks. The opening bid covers the taxes, fees and costs. The winning bidder pays a deposit; the page gives two figures (10% of the bid in the procedures section, and 5% or $750, whichever is greater, in certified funds or cash in the law firm section). Upset bids of at least 5% or $750 more, whichever is greater, may be filed during a 10-day period that restarts with each upset bid. After confirmation the balance is due (the page says no more than 20 days in one place and two to three weeks in another) and the buyer receives a Commissioner's Deed. Properties are sold as is, where is; the owner may redeem before confirmation. Sale time varies by sale.
