In New York, unpaid property taxes become a lien that the tax district (usually the county) enforces through an in rem foreclosure proceeding under Article 11 of the Real Property Tax Law. The owner can redeem by paying the lien before the redemption period ends, which by default expires two years after the lien date. If the property is not redeemed, the enforcing officer files a petition of foreclosure, and once the tax district holds title it may sell and convey the property. No governing-body approval is needed when the property is sold at public auction to the highest bidder.
