Oregon tax sales

deed state

Oregon does not sell tax liens or tax certificates to investors. Once property taxes have been delinquent for three years, the county forecloses its tax lien, and the owner and certain other parties then have two years after the foreclosure judgment to redeem by paying the taxes with interest, a five percent penalty and a fee. Property that is not redeemed is deeded to the county, which takes title free of most liens and encumbrances. The county may later sell it: the county board sets a minimum price, the sheriff publishes notice once a week for four consecutive weeks, and the property goes to the highest and best bidder, for cash or with at least 10 percent down on a contract of up to 20 years; land that does not sell may later be sold privately for no less than the largest bid. Sale proceeds are held in a separate interest-bearing account until any surplus owed to the former owner is determined, and an unclaimed surplus goes to the State Treasurer as unclaimed property.
