Kentucky tax sales
lien state
Kentucky does not auction property for unpaid taxes. Once the sheriff turns over unpaid tax bills, they become certificates of delinquency (liens), and each county clerk holds one sale a year where registered third-party purchasers buy those certificates by paying the amount due. It is not a bidding auction: the order in which purchasers pick certificates is set by a random drawing at the start of the sale. The Department of Revenue sets the statewide schedule; sales begin in mid-July and run into late October, and purchasers must register with the clerk at least a week ahead (and with the Department if they buy more than a few certificates). A purchased certificate earns interest of 1% per month, and the purchaser cannot take collection action until at least one year has passed.

Kentucky tax sale questions
Does Kentucky sell tax liens or tax deeds?
