- Third-party purchasers register with the County Clerk before the sale. Purchasers holding prior-year certificates email a Purchase Intent List and pay in full by certified check when the list is submitted; others register and send a 25% deposit of list value by certified check (USPS, UPS or FedEx). The non-refundable registration fee is tiered from $5.00 (prior-year purchasers) or $10.00 per certificate, capped at $250.00, plus a $30.00 filing fee per certificate purchased. All purchases are final. Questions go to ann.oder@ky.gov.
