How to bid: This is not a bidding auction: registered third-party purchasers take turns picking certificates of delinquency in an order set by a random drawing. The clerk's lottery page (2025 sale) says registration closed a week before the sale, the fee was $10.00 per bill up to a maximum of $250.00, and a drawing of participants set the order of the sale; registrants not present were included but placed at the bottom of the list. The lottery sale is conducted electronically, with the drawing held in Room 106 of Metro Hall, 527 W Jefferson Street. Bills are advertised in the Courier Journal about 30 days before the sale.
